There are railings there? How would you know? Let alone chain a bike to them.

The bus/car parking lanes on Waterloo Bridge have been converted into wide and properly protected cycle lanes.
Passageway between the main line and Crossrail (Elizabeth Line) stations at Paddington - the No Cycles sign refers only to the temporary fencing but there's still a huge lack of cycle parking here.
