The cyclist has just swerved off the road onto the pavement here to avoid the bus. (See photo #10152 taken seconds earlier.)
Despite repeated requests over the years nothing has been done to indicate to motorists to expect oncoming cycles. The white line on the left of the picture stops just short of where it is needed.
